Toddler puzzle boards are the best. Our son(s) love playing with them - dumping all other pieces on the floor and then attempting to match pieces with empty spaces. Try to get the large puzzle boards with attached knobs, this makes pickup and placement easier. Also another good toy are ImagiBricks Blocks made of cardboard.
